Using Social Network Analysis to Analyze Development Priorities of Moroccan Institutions

Abstract

Encompassing development priorities of different categories in the national development plan provides the engagement of different categories while responding to their development expectations. A special commission for the development model was formed in Morocco by royal instructions in order to identify the development priorities of different institutions.

In this paper, we use social network analysis to analyze the development priorities of Moroccan Institutions. We identify, using dictionary-based content analysis, top concerns from the written contributions received by the commission from different entities. Then using social network analysis, we rank the top priorities of the different entities.

Our results reveal that the top three concerns converge to social protection, education and employability. However, the top concerns differ from one category to another when taken exclusively.
